History: Neon is a devil from Hell. He lived there for the early parts of his life, but had to leave after breaking rules and crippling Hell's strength to an extent. He had been well-intentioned at the time. Afterwards, he spent at least 200 years of his life wandering. He could never really find a place to settle down, since he was still being hunted by other devils (and still is). Eventually, he lived on Earth for a while.

While he was on Earth, he used magic to create a human appearance that he uses all the time unless he needs his full power. This form is just an illusion however. He still was isolated from most of society though. While he was on Earth, he had heard rumours of a place called Gensokyo.

One day, someone named Flandre Scarlet appeared to him, and blamed him for an incident in Gensokyo (see Original Plot), which was his primary motivation for going to Gensokyo. However, it turned out he wasn't responsible, and the only reason why Flandre blamed him was because she was possessed by darkness, that wanted to lure Neon to Gensokyo for a currently unknown reason.

Nowadays, Neon still lives in Gensokyo. He has a house by the Misty Lake. However, he can mostly be found at the Scarlet Devil Mansion, though he also visits the Human village, Youkai mountain and occasionally the Forest of Magic. He doesn't currently have an occupation.

Personality: Neon is slightly shy and usually acts serious. Despite being a devil, Neon can be a nice person and is well-intentioned in his goals.

Location: Neon lives at a house by the Misty Lake.

Abilities:

-Weapons: Neon is most skilled as a warrior, being capable of using numerous weapons. He primarily uses a long sword for combat, but he also uses a revolver and a flamethrower. He also has used such things as bombs before.
- Magic: Neon is capable of using magic, due to being a devil. He can attack with it, make barriers and has limited healing power. He can also teleport, though this is also limited.
- Dimensional travel: Neon can open portals to other dimensions. However, this is dangerous and takes a lot of power. He mostly uses it to seal very threatening enemies in fallen dimensions.
- Soul taking: Neon can take souls of the dead, and use them as power.
- Devil Form: Neon can return to his original form at will. His original form is a lot more powerful than his normal form. He doesn't use the devil form other than in serious battles because he doesn't want people to know he's a devil.
- Other Attacks:
- Meteors: Neon can summon several meteors from the sky and send them down towards enemies.
- Manipulation of Space: Neon's most powerful and very dangerous attack is to cause massive destruction over an area of land or space, and make it unstable. This attack causes many individual atoms to explode. It can be comparable to a less powerful black hole. However, not only is this attack extremely dangerous, but it is very limited as one individual use would take enough power to nearly result in death. Despite being aware of it, Neon has never used it.

Although not an ability, Neon has a metallic arm because his right arm was shot off by Xan Mech-Weapon while he (Neon) was being possessed.
